Improving human resources management at local level

Belgrade, 28 July 2025

Minister of Public Administration and Local Self-Government Snežana Paunović met today with Head of the Council of Europe Office in Belgrade Janos Babity to discuss the results achieved so far and further cooperation on the project Human Resources Management in Local Self-Government – Phase 3.

The project is being successfully implemented as a joint initiative of the Council of Europe, the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities, with financial support from the European Union.

The third phase of the project, launched in February this year and running until November 2027, focuses on further improvement of the legal and institutional framework for human resource management at the local government level, especially in the area of strategic human resource planning.

Paunović emphasised that the cooperation the Ministry has with the Council of Europe Office in Belgrade and the support provided by that body in improving the functioning of local self-government is invaluable.

Babity expressed satisfaction with the cooperation to date and stated that the Council of Europe is ready to continue providing expert support with the aim of meeting the organisation’s standards.
