Serbian Minister of Public Administration and Local Self-Government Zoran Loncar expressed belief today that the new constitution of Serbia will be adopted in the course of this year, which is one of the prerequisites for acquiring the status of a candidate country for EU accession.

In his introductory speech at the International conference on the strategy of development of provincial administration, Loncar voiced hope that there will be enough political will in Serbia for the fulfillment of one of the necessary prerequisites for EU accession, and that is the adoption of a new constitution.
The Minister said that the new constitution is also a precondition for further decentralisation of authority in Serbia, in which the position of local self-governments and Vojvodina will be much more different.
He pointed out at the same time that fiscal decentralisation of authority cannot be conducted without returning property to local self-governments.
Loncar reiterated that the Serbian government is committed to resolutely fight crime, adding that Serbia has started functioning as a legal state.
All those who violated legal regulations will have to answer for it, the Minister stressed and added that investigating and judicial organs deal with those issues just like in any other legal state.
