Head of the Serbian government's Office of Media Relations Srdjan Djuric voiced hope today that EU envoy Miroslav Lajcak will abide by the recommendation of the Venetian Commission which stipulates that more than 50% of the electorate must vote for independence so that the referendum in Montenegro could be considered successful.
"Considering the importance of the referendum in Montenegro and all consequences it implies, the Serbian government believes that EU envoy Miroslav Lajcak will abide by the recommendation of the Venetian Commission, first of all Article 39, which prescribes that more than half of the electorate must vote for the independence so that the referendum could be successful," Djuric told the Beta news agency.
Djuric said that the EU envoy's mandate is defined by the positions of the Venetian Commission and added that although the Venetian Commission made it impossible for Montenegro citizens outside Montenegro to vote at the referendum, the government believes that the Commission's opinion on the qualifying majority must be implemented consistently.
