Head of the Serbian government’s Office of Media Relations Srdjan Djuric said today that a meeting of top officials of member states on the future relations of Serbia and Montenegro, proposed by Montenegrin President Filip Vujanovic, implies prejudicing the situation at a time when even the conditions for a referendum in Montenegro have not been determined.

In a statement to the Tanjug news agency, Djuric said that consultations between the president of the state-union and prime ministers of the member states are something usual, but it would be highly unusual and unacceptable that talks are held on relations between Serbia and Montenegro as independent states, since the state-union of Serbia-Montenegro exists.
He said that talks can be conducted on the functioning of the state-union or on the referendum and the conditions for the referendum in Montenegro, and added that that is the one and only proper and natural subject for talks.
According to Djuric, talks proposed by Montenegrin President Filip Vujanovic can prejudice the situation at a time when even the conditions for a referendum in Montenegro have not been determined. He also said that those conditions can be discussed.
Djuric said that the position of Serbian Prime Minister Vojislav Kostunica is clear and logical. A referendum on the independence of Montenegro can be successful only under condition that it is supported by a supermajority vote, that is if more than 50 percent of the registered voters in Montenegro vote for such a decision.
He said that not a single state ever has been broken up by a simple majority vote, and it would not be good to go against world standards, and recalled that the Venetian Commission stated that there has never been a case that a state was broken up when more than half of registered voters did not vote in favour of such a decision.
