The government adopted a decree on fees for the exploitation of water resources and the fee for water protection in 2004.
The government also changed the Decree on the General Secretariat of the Government and Other Bodies, abolishing the following government’s agencies – the agency for management development, agency for public administration development, agency for relations with the Diaspora, agency for social protection, agency for health improvement, agency for energy efficiency, agency for municipal infrastructure development, and agency for rural development. The decree also envisages that all the property, archives and responsibilities of these agencies be taken over by the line ministries. The Center for the removal of land mines, the agencies for foreign investment and export promotion and for environmental protection will function as independent bodies until related laws are passed to change their legal status.
The government has approved the Decision on rates of contributions for unemployment insurance.
The government approved 45,531,000 dinars for the financing of the election campaigns of candidates for the President of the Republic.
The government also adopted the Decision on adjusting cigarette excise taxes to increases in retail prices in January, February, and March 2004. The government also adjusted the fee on dispatching oil derivatives and cigarettes with the growth rate of retail prices in December 2003.
As part of the session, the government adopted the Information on the adoption of changes to the Action Plan for the harmonisation of laws with regulations of the European Union.
The government also adopted the Information of a proposal of measures for export promotion in 2004 and the activities of the Ministry of Capital Investment in the fields of housing, for conducting a study of Serbia’s housing sector, as a basis for drafting a national housing policy.
The information on the candidature of the Serbia-Montenegrin University Sports Association for the summer Universiade 2009 in Belgrade was also adopted at the session.
At the request by the Serbia-Montenegrin Ministry of Foreign Affairs, the Serbian government confirmed guarantees to the International War Crimes Tribunal in the Hague for Franko Simatovic.
As part of the session, the government approved 13 million dinars to alleviate the damage caused by natural disasters in the municipalities of Topola, Malo Crnice, Novi Pazar, Petrovac, Crna Trava and Prijepolje as well as for the Serbian Glass Factory from Paracin and the Tutin-based furniture producer Dalas.
The government appointed Zivadin Jotic as head of the Branicevo district, Tihomir Milosavljevic as head of the Pcinj district, and Aleksandar Grubjesic as head of the Srem district.
Aleksandra Popovic was appointed as Assistant Minister of Justice, Sladjana Markovic as Assistant Minister of Labour, Employment and Social Policy, Ljiljana Vujotic as Assistant Minister of Health, and Ivana Simonovic-Hiber as Assistant Minister of Science and Environmental Protection.
