The team to conduct talks on the future status of Kosovo-Metohija was formed on the basis of the Serbian parliament’s Resolution on a mandate for political talks on the future status of Kosovo-Metohija issued on November 21, 2005, and on the agreement of top Serbian officials reached on November 2, 2005.
The preamble of the decision states that representatives of Serbia and of the state union of Serbia-Montenegro will form a single team.
The team consists of principal negotiators, the operative part of the team and a standing advisor.
The principal negotiators are Serbian Prime Minister Vojislav Kostunica, acting co-president and ex officio principal negotiator, Serbian President Boris Tadic, acting co-president and ex officio principal negotiator, and Serbia-Montenegrin Minister of Foreign Affairs Vuk Draskovic.
The operative part of the team includes: Advisor to the Serbian President Leon Kojen, appointed by and directly responsible to the team co-president Boris Tadic, Advisor to the Serbian Prime Minister Slobodan Samardzic, directly responsible to the team co-president Vojislav Kostunica, Advisor to the Serbian President Dusan Batakovic, also appointed by President Tadic, and Advisor to the Serbian Prime Minister Aleksandar Simic.
The operative team also includes Radomir Diklic, from the Cabinet of the Serbia-Montenegrin President, Predrag Simic, Serbia-Montenegrin Ambassador appointed by the Serbia-Montenegrin Ministry of Foreign Affairs, Sanda Raskovic-Ivic, President of the Serbia-Montenegrin and Serbian Coordinating Centres for Kosovo-Metohija, and Goran Bogdanovic, member of the Serbian List for Kosovo-Metohija, appointed by President Tadic.
The team’s Standing Advisor will be Thomas Fleiner, Professor at the Law Faculty, University of Fribourg, Switzerland and Director of the Institute of Federalism.
