Based on the document on Kosovo standards, the council concluded that Kosovo-Metohija is far from reaching the standards, particularly when it comes to the creation of a multiethnic province and obeying fundamental rights of non-Albanians.
The council approved the proposed document and decided to recommend to the government the adoption of it as an official basis of the state policy. The government is advised to present the document to the domestic and international public, the media and other relevant factors interested in Kosovo-Metohija.
The presented data is clear evidence of the necessity for greater engagement of UNMIK, the province’s interim authorities and the international community in order to obtain real progress in the fulfilment of standards.
The council also discussed the initiative UNMIK chief Soren Jessen-Petersen presented in his administrative regulative on July 22. After the discussion, the council concluded that it should recommend to the government that the Serb community living in Kosovo-Metohija not take part in the pilot project, as it is unacceptable because it does not offer minimum guarantees for improvement of Serbs’ position in the province, which even includes the local level.
The council said that the decentralisation in the province must be addressed in a more serious way and recommended that Serbs and Serb political parties in Gracanica and Partes not take part in the pilot projects.
