The Agreement guarantees the right to free use of mother tongue and alphabet, education under special programmes, public information in minority languages, as well as the right to the development of ethnic, cultural, language and religious identity.
In line with this Agreement, Serbia-Montenegro and Croatia pledged to introduce the language and alphabet of the respective national minorities in the official use, enable free organisation, cultural events and participation in making decisions which refer to the rights of national minorities.
The Serbia-Montenegrin parliament also ratified agreements with Morocco on abolishing visas for members of the diplomatic corps and with Romania on conditions for traveling of citizens, as well as the agreement on improving cooperation in the field of higher education within the Central European Exchange Programme for University Studies (CEEPUS II).
