In this document, authored by European Parliament Rapporteur for Serbia David McAllister, Serbia is urged to continue with systematic and economic reforms, to ensure that the work of judges, prosecutors and the media is free from political influence and to strengthen efforts in the fight against organised crime and corruption.
At the same time, it welcomes the opening of chapters 32 and 35, Serbia's commitment to European integrations, as well as measures with which Serbia is preparing for membership talks with the EU and the action plans for chapters 23 and 24, relating to fundamental rights.
In the report, a hope is expressed that chapters 23 and 24 could be opened in the first half of 2016 since they are crucial for reforms in the judiciary.
In the document it is underlined that the negotiations on Chapter 35, which refers to the normalisation of relations with Pristina, are of great importance for Serbia's progress towards the EU and that a full normalisation of relations is an important condition for Serbia's accession into the Union.
The European Parliament praises Serbia’s efforts in the normalisation of relations with Pristina and highlights Belgrade’s wish to fully implement agreements on the Community of Serbian municipalities, telecommunications, energy and the bridge in Kosovska Mitrovica.
The importance of a constructive approach of the Serbian government to regional cooperation is pointed out, as well as the constructive role of Serbia in the Berlin Process.
Serbia is also commended for constructive approach to solving the migrant crisis, with the evaluation that Serbia is a partner of crucial importance to the EU for its assistance in the Balkans and that is why it is imperative that the EU give resources and proper financial aid to Serbia to accept migrants.
The European Parliament welcomed the adoption of the Labour Law, reduction of budget deficit and the improvement of business environment, while urging the Serbian authorities to improve the investment climate and reduce disparity between different parts of the country.
The Serbian authorities are also urged to provide safety of foreign investment. In addition, while acknowledging progress in the restructuring of public companies, the importance of transparency of the privatisation process is highlighted.
