The law envisages the formation of the National centre for the prevention of security risks in information and communication systems (National CERT), which will be within the Regulatory Agency for Electronic Communications and Postal Services (RATEL) and shall perform the tasks of coordination, prevention and protection from security risks at the national level.
The Bill on cooperatives was also adopted, which creates the appropriate legal framework for the revitalisation of agrarian and other forms of cooperatives in Serbia, and finally solves the problem of socially-owned property, used by cooperatives.
The government adopted the Bill on Central Registry of temporary restrictions on the rights of persons registered in the Business Registers Agency (APR), which prevents financial crime.
This bill regulates the formation and termination of temporary restrictions on the right to provide economic and other activities for persons who abuse the right of setting up a company, by registering a new business, leaving it with problems, then opening a new one and transferring business on it.
The government adopted the Bill on amendments to the Law on Privatisation and the Bill on amendments to the Law on right to free shares and financial compensation to citizens in the privatisation process.
The Bill on amendments to the Law on privatisation stipulates the termination of validity of the Law on Privatisation Agency and termination of work of the Privatisation Agency, as well as takeover of rights and obligations by the Ministry of Economy and other institutions in the areas necessary to complete privatisation affairs that have been already started.
The Bill on amendments to the Law on the right to free shares and financial compensation to citizens in the privatisation process stipulates that the Ministry of Economy performs tasks that were previously performed by the Privatisation Agency in the name and for the account of the Shareholders' Fund.
The government also adopted at the session the Bill on Amendments to the Law on taxes on the use, possession and carrying of goods, as well as the Bill on amendments to the Law on tax procedure and tax administration.
The Serbian government passed the National programme for fighting gray economy.
The main objective of this programme is to reduce the share of gray economy in the GDP of the Republic of Serbia and the realisation of specific objectives such as more efficient supervision of the flow of gray economy, improvement of the functioning of the fiscal system, reduction of administrative and quasi-fiscal burden for the economy and citizens, the raising of awareness of citizens and businesses about the importance of combating the gray economy and motivation for regulatory compliance.
