The statement went on to say that General Lukic had earlier received the Hague tribunal’s indictment and that his medical record had been handed over to the tribunal at his own request so that the tribunal’s medical commission could assess his condition. General Lukic agreed to be examined by the tribunal’s international medical commission and that this commission was competent to decide when he could travel to The Hague.
The National Council signed together with the tribunal the Memorandum on the arrival of the international medical commission, which gave this commission the authority to establish whether General Lukic was capable of going to The Hague. The international commission arrived in Belgrade on February 21, 2005, examined General Lukic, and decided that he could go to The Hague. This report was then validated by the chairman of the Serbian medical commission, Miodrag Ostojic, and reported to the Serbia-Montenegrin Minister of Human Rights.
After additional examinations and analyses, the domestic medical commission insisted on performing another surgery on General Lukic’s blood vessel. After a successful surgery, Minister Ljajic reported to the tribunal the domestic doctors’ recommendations for further treatment of General Lukic. The tribunal informed Minister Ljajic that it had all necessary conditions for an adequate treatment and medical supervision.
