According to a statement by the Ministry of the Interior, the new approach in the negotiating process consists in the fact that the screening processes for Chapter 23 that deals with judiciary and fundamental rights and Chapter 24 that deals with justice, freedom and security, will start before the intergovernmental conference and the negotiations will also wrap up with these two chapters.
The screening is an analytical overview and evaluation of harmonisation of regulations of the Republic of Serbia with the EU acquis communautaire, divided into 35 chapters and it consists of two parts: bilateral and explanatory.
The analytical overview of the legislation starts with the explanatory screening in which the European Commission presents legal regulations of the EU to government bodies of the candidate country, which is followed by the bilateral screening in which the candidate country explains the level of harmonisation of its legislation with that of the EU and plans for further harmonisation, it is added in the statement.
