Speaking at this two-day conference, Loncar pointed to the importance of adoption of the new Serbian constitution as a step towards further decentralisation of power and development of local self-government, according to models stipulated by European documents in that field and case-studies of modern European states.
Loncar also proposed a document called "The Working Programme for Better Local Self-Government", which shows the commitment of the Serbian government to further reform of local self-government.
According to the Minister, this document identifies concrete goals, measures and deadlines for their implementation, as well as the government's commitment to democratisation of a decentralised and professional system of local self-government. With the full participation of citizens, this system will allow for local, economic and cultural development of Serbia.
Loncar said that a Declaration on good local and regional administration was adopted at the conference and that it will serve as a basis for further reform of administration in all European countries.
