Serbian Prime Minister Vojislav Kostunica addressed a letter to Montenegrin President Filip Vujanovic and Prime Minister Milo Djukanovic informing them that the Constitutional Charter of the State Union of Serbia and Montenegro can be altered only in accordance with the procedure determined by this document.

The Serbian Prime Minister’s letter states:
“The proposal which you have submitted to me represents a grave violation of the Belgrade Accord, which we jointly signed obligating ourselves to respect it. I need to inform you that I shall adhere to what we signed.
If you believe that the Constitutional Charter of the State Union of Serbia and Montenegro, created on the basis of the Belgrade Accord, needs to be altered, this can be done according to the procedure established by the Constitutional Charter.”
