The statement says that the first step in deciding on changes to Regulation 539/2001, which regulates the EU's visa regime towards third countries, while the next step will be to discuss this issue in the European Parliament.
Only after the European Parliament and the Council reach agreement on the draft of the revised regulation, the Council of Ministers will make the final decision by qualified majority.
The idea of these changes is that the member states of the Schengen Agreement in the future can immediately respond to an emergency influx of immigrants from countries with which they have visa-free regime to reduce abuse of the asylum system of protection.
These changes will apply to all third countries with which the EU has a visa-free regime, the statement added.
