New bill on social care to increase welfare allowances

Minister of Labour and Social Policy Rasim Ljajic talked today with IMF representatives about new features pertaining to the preparation and adoption of a new bill on social care and a package of emergency measures for vulnerable categories of population in 70 most underdeveloped municipalities in Serbia.

Ljajic and the IMF delegation, led by mission head Albert Jaeger, also discussed acts which must be adopted in order to synchronise salaries in public services.
The Minister stressed that the new bill envisages an increase in social welfare allowances for the poorest in order to enable a minimum of social security in the period ahead.
Ljajic informed the IMF mission on the realisation of a package of emergency measures for 70 poorest municipalities, adding that thanks to this programme, over 500 people, chiefly the most vulnerable ones, will be engaged in local self-government projects.
Speaking about the synchronisation of salaries in public services, Ljajic said this issue requires a systemic solution, which can be based on two models.
One model implies the adoption of an all-encompassing law for all public services which will regulate salaries in detail, for all branches of the public sector.
The other is the adoption of an umbrella law, while salaries in various services will be defined by bylaws, the Minister explained.
Jaeger voiced his pleasure at the fact that the new bill on social care will be on the agenda of the Parliament’s spring session, reads the statement by the Ministry of Labour and Social Policy.
