The basic elements of the agreement are the following: the budget deficit in 2011 will stand at 4.1% of GDP and the budget for 2011 will envisage the indexation of pensions and salaries in the public sector in January 2011 by 2%, while all future indexation will refer to April and October pensions and salaries.
The agreement also envisages freezing subsidies at the 2010 level and an increase in the transferred funds to local self-governments of around 25%, compared to the level established in the 2010 budget.
A Bill on amendments to the Law on pension and disability insurance, which the government will forward to the parliament, stipulates that the minimum pension must not be below 27% of the average salary and that the beginning of the application of a gradual increase in the required years of service for obtaining a pension for women will be postponed from 2011 to 2013.
The government decided at its session today to send Kraljevo and the Raska district large quantities of building materials, food, furniture and clothing seized in the procedures of field control, inspection and forced money collection. These goods are needed to mitigate the consequences of the earthquake.
The government decided to set aside 27.5 thousand tons of heavy fuel oil from the Serbian Commodity Reserves and put it at the disposal of heating plants in Serbia, to overcome the problems in heating supply.
Documents also adopted at the session were a Bill on changes to the Law on health care, a Bill on amendments to the Law on the chambers of health workers, a Bill on the confirmation of the agreement between the Serbian and Macedonian governments on regulating cross-border traffic regime and a Bill confirming the agreement between these two governments on extradition and readmission of persons whose entry or stay is illegal.
The government also adopted a Bill on the confirmation of the agreement between Serbia and Libya on abolishing visas for holders of diplomatic, official and special passports, as well as the Decision on abolishing visas for nationals of Albania upon entering Serbia.
