Successful implementation of Serbia’s national EU integration programme

The Serbian government’s Office for EU Integration stated that the government adopted at its session yesterday a Report on the implementation of the amended National Programme for Serbia’s Integration into the EU (NIP) for the period July-September 2010.

According to results of this report made by the Office for EU Integration, the NIP has been 121% fulfilled in the third quarter of the year.

Such a high percentage of fulfillment is due to the fact that apart from the regulations scheduled for adoption in this period, the government also carried out many tasks that were overdue from previous quarters (27) and some that were planned for upcoming quarters (11).

At the moment, nine bills envisaged by the NIP are in parliamentary procedure – a Bill amending the Law on voluntary pension funds and pension plans, a Bill amending the Law on salaries in state organs and public services, a Bill on the prohibition of the development, production and stockpiling of bacteriological (biological) and toxin weapons and on their destruction, a Bill confirming the Agreement between the Serbian government and the Czech government on amendments to the Agreement between the Federal government of the Socialist Republic of Yugoslavia and the Czech government on mutual encouragement and protection of investment, signed on 13 October 1997, a Bill on pious endowments and foundations, a Bill on transport of hazardous cargo, a Bill amending the Law on strategic evaluation of environmental impact, a Bill amending the Law on noise prevention in the environment and a Bill amending the Law on the protection of nature.

As for by-laws, the government adopted three out of a planned four, which is 75%, while the ministries adopted seven out of a planned 21, which is 33%.

When it comes to the government’s obligations in regard to adopting bills and by-laws only for the given period, the figures show that the fulfillment is 32%, since out of the 34 regulations that were scheduled for adoption 11 were passed.

The most successful ministries are the Ministry of the Interior, the Ministry of Finance, the Ministry of Economy and Regional Development and the Serbian Statistics Office.

The ministries and special organisations that had the greatest volume of obligations (planned, overdue or carried out in advance) are the Ministry of Agriculture, Forestry and Water Management, the Ministry of Finance, the Ministry of the Interior and the Ministry of Economy and Regional Development.

Looking as a whole and taking into account the regulations scheduled for adoption in the period July 2008-September 2010, the NIP was 78% fulfilled because 446 regulations were adopted out of a planned 571.

As for laws, 166 were scheduled for adoption and 136 were adopted, or 84%.

As for by-laws, 405 were scheduled for adoption and 310 were adopted, or 77%.
