73 % of National European Integration Programme completed

The Serbian government’s EU Integration Office stated that at its session yesterday the government adopted a Report on the implementation of the Amended National European Integration Programme for April – January 2010.
According to the Report, 73% of the requirements of the Programme were met during the first three months of this year and 53 regulations were adopted out of a planned 73.
The government passed four of planned 10 bills, thereby completing 40% of its plan under the Programme.
The main characteristic of the period on which the Report focuses, which also explains the relatively high degree of success achieved, is that during these three months government ministries adopted 20 regulations which according to the schedule were to be adopted earlier. These include four adopted bills. A total of 15 regulations were adopted before deadlines.
The Parliament also passed 11 laws.
Five laws related to the Programme are currently before the Parliament.
These are the Law on amendments to the Law on voluntary pensions funds and pension plans, the Law on amendments to the Law on public service salaries, the Law on accreditation, the Law on trade and the Law on the implementation of The Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction.
Speaking about by-laws, out of 12 regulations (decrees, decisions, strategies, conclusions) the government adopted four, which means that it fulfilled 33% of its plan, while the ministries adopted 7 out of the planned 51 by-laws (rule books and instructions), which is 14%.
The most successful ministries are the Ministry of Finance, the Ministry of Science and Technological Development and the Ministry of Economy and Regional Development.
The ministries that had the greatest volume of obligations (those planned, overdue or carried out in advance) are the Ministry of Agriculture, Forestry and Water Management, the Ministry of Finance and the Ministry of Environment and Spatial Planning.
Taking into account the regulations scheduled for adoption from July 2008 to June 2010, the National Programme has been 75% fulfilled because out of planned 537 regulations, 404 were adopted.
The adoption of 157 laws was planned and 134 were adopted, which is 85% of the total number.
Out of the planned 380 by-laws 271 were adopted, which is 71%.
