Serbian Prime Minister Vojislav Kostunica today called a meeting of Serbia's top state officials to discuss the situation in Kosovo-Metohija. The meeting was attended by Serbian parliament Speaker Predrag Markovic, Serbia-Montenegrin Minister of Foreign Affairs Vuk Draskovic, Serbian Deputy Prime Minister Miroljub Labus, head of the Coordinating Centre for Kosovo-Metohija Nebojsa Covic and whips of Serbian parliament caucuses: Tomislav Nikolic, Milos Aligrudic, Dusan Petrovic, Miloljub Albijanic, Ivica Dacic and Veroljub Stevanovic.
After the discussion, the following conclusions were made:
1) The United Nations Security Council Resolution 1244 must serve as a starting point and basis for all talks on the solution of the political situation in Kosovo-Metohija. In view of that, provisions of the Resolution, including annexes 1 and 2 on the territorial integrity of the Federal Republic of Yugoslavia, i.e. Serbia-Montenegro, have principled importance for all participants in those talks. Each provision of Resolution 1244 must be implemented, as a precondition for evaluating progress in the tackling of the Kosovo-Metohija problem. This particularly refers to those provisions of the Resolution whose realisation has still not begun when it comes to the position of Serbs in the province. These provisions concern the state of human rights, especially freedom of movement and return of the expelled.
2) The Plan of the Serbian government for political solution to the situation in Kosovo-Metohija, which the Serbian parliament adopted on April 29, 2004, is a framework for further activities of state bodies of the Republic of Serbia and the Coordinating Centre for Kosovo-Metohija. The institutional solution of the position of Serbs in the province envisages the establishment of their own self-government, which is a higher instance of authority than local self-government.
3) It is necessary that representatives of the Belgrade authorities and Serbs from Kosovo-Metohija fully participate in the talks on decentralisation of the province.
