Dabetic, who is attending a conference on internally displaced persons in Vienna, Austria, said the problem of displaced people has not been addressed in Serbia-Montenegro over the past five years and that prospects of return are weak.
He said Serbia is doing its best to make the world realise that return is necessary, but he added that the Commissariat will not force anyone back to Kosovo-Metohija.
He said the Vienna conference is dealing with integration and rights of the displaced rather than discussing ways to help them return.
Dabetic added that the problem of the return of displaced to Croatia still exists, while the situation in Bosnia-Herzegovina has been resolved. He said that there can be no peace in the region until the issue of refugees is resolved.
The Supplementary Human Dimension Meeting on Internally Displaced Persons in Vienna between November 4 and 5 is organised by OSCE Office for Democratic Institutions and Human Rights and focuses on state responsibility towards internally displaced persons, as well as on finding solutions in the areas of residency, voluntary return and resettlement, reintegration, and property restitution and repossession.
