Ciplic at ministerial conference on European human rights court reform

The Ministry for Human and Minority Rights stated today that Minister Svetozar Ciplic attended the conference on the reform of the European Court of Human Rights held 18–19 February in Interlaken, Switzerland.

The statement reads that the ministerial conference was held within Switzerland’s presidency over the Council of Europe’s Committee of Ministers, adding that delegations from all 47 Council of Europe member countries took part in the conference.

Speakers at the conference were Swiss Minister of Justice and Police Eveline Widmer-Schlumpf, Council of Europe Secretary General Thorbjorn Jagland, President of the Council of Europe Parliamentary Assembly Mevlüt Çavusoglu, European Commission Vice President Viviane Reding and Human Rights Commissioner Thomas Hammarberg.

The conference endorsed the reform of the European Court of Human Rights, which will be implemented as of 1 June when Protocol 14 comes into force. The participants in the conference also pointed to the importance of respecting the additional protection principle at court and the right to individual representation as the basis for proper functioning of the entire system, established by the European Convention on Human Rights.

The participants adopted the Declaration and action plan of the conference, the statement says, adding that Swiss Minister of Foreign Affairs Micheline Calmy-Rey officially closed the conference.
