The text of the Proposal forwarded to the Serbian President reads as follows:
It has been determined that the Serbian government no longer has a united and common policy, which, pursuant to Article 123 item 1 of the Serbian Constitution, prevents the government from performing its basic constitutional function and conducting the policies of the Republic of Serbia.
A united and joint policy also no longer exists within the Serbian parliament caucuses which formed and endorsed the Serbian government.
With the aim of setting up functional and stable state institutions, we propose that the Serbian parliament be dissolved, new parliamentary elections be held on May 11, 2008, and a new Serbian government be chosen in accordance with the will of the people.
