Raffarin said in a letter that commitment to the rule of law, respect for international obligations, and the democratic transformation of institutions were pre-conditions for Serbia's further development, adding that Kostunica played the key role in changes after September 24, 2000. He also expressed strong conviction that the new Serbian government would promptly respond to all the challenges that lie ahead.
French Ambassador to Belgrade Hugues Pernet, who delivered Raffarin's letter, wished Kostunica success in his work and reiterated that Serbia could count on France's full support and assistance.
Kostunica pointed to the importance of a long-lasting friendship between the two nations and added that he expected steps forward in the functioning of the state union's institutions very soon, which should enable the continuation of Serbia-Montenegro's accession to the European Union.
