At the round-table discussion on code of ethics, which has been organised in cooperation with the National Employment Service (NSZ), he said that the newest political measures on employment will have a strong influence on employers, so that they register their employees.
The Minister said that through a joint approach of the Ministry and the National Employment Service, income tax reduction and contribution to the health insurance from the beginning of the upcoming year will be implemented as permanent measures.
He said that it is necessary to react promptly to the problem of youth unemployment, because their number in Serbia is much larger compared with other countries in transition.
He said that this is a serious social problem, because if young people cannot find employment by the age of 30 they cannot shape their lives. He announced significant tax relief for employers who employ persons younger than 30, which will be valid within a specific period of time.
The novelty in the employment policy will be the incentive given to redundant employees of companies in reconstruction, whose number will constantly rise in the upcoming years, that instead of accepting one-off severance payments they will engage in self-employment programmes, the Minister explained.
He said that they will be helped in such efforts by educational transitional centers, where experts explain to workers why that is necessary, and added that such a center is already successfully working in the Bor mining and metallurgical complex (RTB Bor).
According to Lalovic, a new law on employment of foreigners in Serbia is also being prepared, which envisages the controlling role of the Serbian government and its reaction to certain fluctuations on the market of foreign labour.
Lalovic said that this year it is expected that three or four very important laws connected to employment will be adopted, as well as amendments to the Law on Employment. He recalled that the permanent problem in the Serbian labour market is presented by the unemployed who are uninterested in re-qualifying for the jobs that are available.
