The EAR project, which will be implemented by the Serbian and French governments, was presented by the Serbian government’s Secretary General Dejan Mihajlov, EAR Head of Operations in Serbia Christos Gofas, French Ambassador to Serbia-Montenegro Hugues Pernet and a project advisor and the French government’s former Secretary General Jacques Fournier.
It is common practice that all countries in the process of EU accession start cooperation with a member country through a twining project, which implies partnership in improving the work of government services.
The aims of the programme include strengthening of institutions, achieving more efficient work of government services and conducting quick coordination in the realisation of reforms in line with experiences of EU countries. French experiences will be relied upon in this programme, as they have already been applied during the realisation of a similar project in Lithuania, which has recently become an EU member country.
The Serbian government had decided to start this partnership with the French government through a twining project in April 2005.
