The state union will be ready to start negotiations once a joint programme is composed by representatives of Serbia, Montenegro and the state union.
The starting points concern the position in the talks that the Serbian government will take, and they propose deadlines and dynamics of optimal liberalisation of trade in industrial and agricultural products, dynamics and volume of the harmonisation of law, the type of cooperation in certain policies, as well as a proposal to define a preamble and political dialogue.
The document containing the starting points was composed by the Serbian government negotiating team and representatives of six government working groups – for goods, agriculture, services, financial services and free movement of capital, legal harmonisation, transitional and final provisions, and the group for preamble and political cooperation.
The Council has also recommended that the government acquaint the Serbian parliament with these starting points.
Head of the Serbia-Montenegrin negotiating team, Minister of Foreign Affairs Vuk Draskovic, also took part in the council’s work.
