The first proposal amends Article 20 of the Constitutional Charter and refers to direct elections for the Serbia-Montenegrin parliament, suggesting they take place separately in the two member states whenever elections for the respective parliaments take place. The terms of office of the current deputies in the Serbia-Montenegrin parliament will be extended until such elections take place.
The second amendment refers to paragraph 3 of Article 60, which envisions that a possible referendum must be based on internationally recognised democratic standards. A member state organising the referendum shall cooperate with the EU in respecting the international democratic standards, as provided by the Constitutional Charter.
