The government also adopted a bill on ratifying a memorandum of understanding on restructuring debts under the 1988 New Financial Agreement (NFA) and the 1988 Trade and Deposit Facility Agreement (TDFA). The bill was also submitted for urgent adoption in the parliament.
It further agreed on ways to pay back pensions and decided to pay mercantile wheat premiums of one dinar per kilo for delivered wheat, plus a further 0.5 dinar once the wheat is sold.
As part of the session, the government passed a decree on job classification in ministries and other public administration bodies, and decided to set up a public company for public railway transport and management of public railway infrastructure.
It decided to issue bonds to service the state’s debt to citizens who lent money for Serbia’s economic recovery in late 1980s and approved changes and amendments to a decision to restore import taxes and other measures aimed at encouraging development.
Excise tax value was brought into line with retail price increases in April, May and June.
The session also adopted a report on the June 2004 bilateral consultations regarding the textile trade agreement between Serbia-Montenegro and the European Commission, as well as the European Union CARDS programme for 2005.
Participants in the session agreed that the German government and the Serbia-Montenegrin Council of Ministers should sign a technical cooperation agreement and form a joint committee for the construction of a Sofia-Nis highway.
As part of the session, the government authorised Minister of International Economic Relations Predrag Bubalo to coordinate the work of the Ministry of Economy until a new minister is appointed.
