Executive Director of NALED Violeta Jovanovic said that the single counter that was used for issuing permits has been abolished and that the entire system is electronic now, and that the introduction of electronic building permits is the most important economic reform currently being implemented in Serbia.
All applications for construction permits will be submitted only electronically, and the citizens will be able to apply individually or through authorised project engineers.
The applicants for electronic permits need to have an electronic certificate, which can be obtained at six certification bodies – the Ministry of the Interior, Serbian Army, Post of Serbia, Serbian Chamber of Commerce (PKS), Halcom and E-Smart Systems.
Minimum technical requirements for accessing the system for issuing e-permits are that the applicant possesses a computer with Windows XP operating system, a newer web browser and the Internet with download speed of 1Mbps and upload speed of 0,5Mbps.
The system is simple as the procedure consists of five steps, by selecting options from drop-down menu.
The applicant can monitor the course of resolution of their application, and the applicant and the institutions involved in the procedure receive e-mail notifications about the status of the case.

The software warns officials of the deadlines for resolving the applications, and the documents are digitally signed, making their abuse and subsequent modification impossible.
NALED provided a €400,000 donation for the development of software for e-permits, and the funds were donated by the governments of Germany and Switzerland through GIZ Open regional fund for modernisation of municipal services and the Swiss Agency for Development and Cooperation respectively.
