At a press conference following the signing in the government building, Ljajic announced that the largest portion of the funds, ie around RSD 26.7 million, will be earmarked for local self-governments, who are to use the funds to develop social protection services, primarily in the least developed municipalities.
A competition will be announced for which all local self-governments will be able to apply with projects in the social protection sector, he explained.
Minister Ljajic stated that the main problem regarding the implementation of previous projects was the fact that they were mostly financed from the Ministry’s funds and donations, most of all from the Norwegian and British governments, and local self-governments had to provide additional funding afterwards.
Local self-governments had to deal with reduced transfer funds from the state budget and halved funds for public works, he explained.
The package of social measures envisages setting aside RSD 400 million from the budget for the development of social protection services, Ljajic added.
Jadranka Jelincic said she hopes that the project will support the continuation of reforms in Serbia and that individuals will more easily overcome the crisis, even if they live in the poorest municipalities.
She noted that the agreement on financing the project envisages that the Fund for an Open Society sets aside around RSD 34 million which the Ministry will distribute to local self-governments through the competition.
