Electronic communication with citizens set as state’s obligation

Minister of Public Administration and Local Self-Government Milan Markovic said today that with the adoption of amendments to the Law on public administration, electronic communication with citizens has been set as a legal obligation for the state for the first time. In this way, citizens will save time and money.

Markovic stated at a press conference held after the government session that as of now the state bodies will be obliged to issue all documents that are in their possession via e-administration, such as birth and citizenship certificates, regardless of the municipality and town in which those documents are registered.
The government adopted a Decision on returning registry books (birth, marriage and death certificates) that had been confiscated by the state and which belonged to churches and religious communities.
Markovic recalled that this Decision was adopted following an agreement between Prime Minister Mirko Cvetkovic and Patriarch Irinej to return all registry books which the state took away from churches and religious communities in 1946 to have them copied.
These registry books contain some entries from the 18th and 19th centuries. The Serbian Orthodox Church and religious communities will be required to keep them, in line with the Law on cultural treasure.
Today the government also adopted a Decree on office management which has enabled citizens for the first time in Serbia to send requests to the Tax Administration via e-mail, the Minister noted. Markovic called on all tax payers in Leskovac, Nis, Kragujevac, Novi Sad and the Stari Grad municipality in Belgrade to file their tax returns via e-mail because in this way they will save time and money.
It is planned that all communication with the Tax Administration be switched to e-communication by 2011.
According to the new Law on trade, which will be voted on by the government at the next session, market inspection for all street vendors will be transferred from state to local jurisdiction.
The training of community police is also underway, so it can be expected that there will be much more order on the streets of Belgrade and other cities and municipalities in Serbia after the introduction of the community police and adoption of the new Law on trade, Markovic concluded.
