Speaking at a press conference, Dinkic declared that the programme will be implemented over the next one and a half years, adding that the government and local self-government bodies will provide RSD 3 billion for this purpose.
The remaining 80% of the sum will come from loans from commercial banks, he affirmed.
The construction industry will be approved loans in Dinars without a foreign currency clause, a repayment period of five years, with the annual interest rate being the National Bank of Serbia’s reference rate of interest, plus 2.5%, explained Dinkic.
Next week commercial banks will be formally invited to join the programme, while the first investment projects will start in summer this year, elaborated Dinkic, adding that public invitations for submitting applications for participation in co-financing of projects will also be sent to cities and municipalities.
The programme is intended for the construction of residential buildings, schools and kindergartens, hospitals and health facilities, sports centres and buildings for cultural activities, he outlined.
The programme was adopted in order to help the construction industry make a recovery. The construction sector fell by 11.3% in April 2010, when compared to April 2009, Dinkic stated.
The construction industry is collapsing and even though flats are now cheaper than ever only 3,000 applications were received for subsidised housing loans, he highlighted.
Since the beginning of this year more than €814 million was invested in the economy and 8,000 businesses received liquidity loans, Dinkic pointed out.
He emphasised that he supports the idea of providing one-off cash bonuses of RSD 5,000 for all public sector employees whose salaries are less than RSD 80,000, adding that this measure is not meant for the most disadvantaged rather for all those who are feeling the effects of the crisis, including the middle class.
It would not be fair to exclude education, health and judiciary employees, however, ministers, assistant ministers, state secretaries and other functionaries will not be paid bonuses, he concluded.
