Speaking at press conference, Dulic said that this bill and 21 other bills are expected to be urgently approved by parliament by the end of July.
The Minister said that the government has proposed that a special parliament session should be held to pass these bills, adding that the government also passed the bills on spatial planning and building and the state property survey and cadastre today.
He stressed that the law on spatial planning consists of four key reforms, explaining that according to this law municipalities will be obliged to pass planning laws, the process for issuing building permits will be reformed, property rights concerning building land will be changed and the legalization process will be improved.
The Minister said that the reform of property ownership rights concerning building land will make it possible to convert the right to use land to property ownership rights.
Dulic said that this is the government’s response to those who thought that privatisation will enable them to acquire building land cheaply, adding that the conversion of rights will be made according to market prices.
He said that these revenues will not go to the budget and explained that half will go to local administration to build infrastructure while another half will go to the Restitution Fund.
The Minister said that no one will be deprived of the right of compensation for taken land.
Speaking on the legalisation reform, Dulic stated that there are nearly one million illegally built buildings in Serbia and noted that legalisation needs to be a socially just process.
He said that the bill on legalisaiton will divide buildings by purpose and added that the process for the legalisation of all building finished by May 13, 2003 should be completed in the next two years.
