Zoran Loncar
After the government’s session, Loncar told a press conference that the main idea of the bill is to arrange the functioning of the government in a more organised and up-to-date manner. He explained that this legislation offers a better option for division of powers introduced in the Serbian legal system with the 1990 Constitution, as it specifies the relation between the government and the parliament. The bill also offers different internal organisation of the government, which will make its functioning more efficient.
According to him, the new regulation specifies the appointment of the government, election of the parliament, as well as the decision-making process of the Prime Minister and government members.
The bill also gives details on vote of confidence and non-confidence to the government, as well as on resignations of both the Prime Minister and cabinet members, Loncar said.
In the case that the government steps down, before the new government is elected, the old government may go on working by carrying out only technical affairs as clearly defined in the bill, Loncar said.
The government sent the bill to the parliament for adoption.
