At a press conference where the draft strategy was presented, Milosavljevic said that the number of persons suffering from progressive diseases, such as cardiovascular, malignant diseases and HIV, has increased.
The goals of this strategy are prevention, early diagnostics and assistance to patients and their families in order to enable them a better quality of life under their given circumstances, he explained.
The Minister added that the palliative care will be focused on patients and their families and will also include assistance to the families of deceased patients.
He specified that the draft strategy refers to the period 2009–2015 and was drafted according to the recommendations of the World Health Organisation.
A health survey conducted in Serbia in 2006 showed that 26.6% of adults suffer from a chronic disease or have some other health issue, which is considerably more than in 2000 when the number stood at 17.6%.
Another issue is a low birth rate, an aging population and an increased death rate, which has turned the people in Serbia into a demographically old population.
This strategy is part of a strategy for the development of the Serbian health care system and its aim is to engage both the health sector and all important factors in society in palliative care programmes.
This document is of importance because the Serbian population is growing older and the number of people suffering from various diseases is constantly on the rise.
