Oliver Dulic
Dulic told a press conference that some other regulations in this field are being prepared and recalled that the Ministry drafted six bills that parliament is to adopt in September.
Those are the laws on waste management, packaging, protection from ionized radiation, nuclear safety, protection from non-ionized radiation and chemical weapons.
Waste and recycling as well as protection from radiation will be fully regulated in line with EU laws, Dulic said.
The Ministry will send draft laws on management of chemicals and biocides in the next two months to the government, he said adding that the draft laws on air protection, nature protection and sustainable use of fish fund will be sent to the government by the end of the year.
Dulic also announced the law on social apartments, noting that between 5,000 and 7,000 such apartments should be built in Serbia.
The law on construction and planning should be adopted by the end of this year, he said and noted that this regulation should reduce the number of days necessary to get all licences from the present 270 days to nearly 100 days while the necessary papers would be obtained at one counter.
The Ministry wants the unlicensed construction to be legalised, he said noting that only 15% of unlicensed buildings have been legalised so far.
He also set as priorities the reduction of air pollution in Pancevo, Bor and Vrbas.
Dulic also recalled that the Fund for Environmental Protection has been formed.
All developed countries interested in investing in “clean technologies” will be able to submit their projects as of October, he said and noted that Germany, Italy and Japan will be among the first to invest in such a way.
Serbia ratified the Kyoto Protocol in October 2007 and this document came into force in January this year.
He also said that the construction of the Avala Tower continues and should end by April next year.
He added that the Ministry will support municipalities with landslides as well as those central Banat municipalities hit by floods.
