Zvonko Obradovic and Luka Andric
Obradovic told a press conference that the meeting will gather over 100 participants from 31 countries, adding that European registers share experiences at annual conferences in order to simplify procedures for opening and registering firms and harmonise them with procedures from various countries.
He specified that business registers agencies operate in 22 ECRF member countries and that in Italy and Spain registration is carried out by chambers of commerce, while in some other states the relevant ministries are in charge of this matter.
He announced that at the conference representatives of the World Bank will present the manner of compiling publications on business conditions, which investors refer to when making investment decisions. A delegation from the Organisation of Economic Co-operation and Development will hold a presentation on money laundering, he added.
According to him, the Estonian register will present the electronic single-counter system for setting up companies which was introduced in Estonia and which enables prospective company owners to submit all documentation at one place.
Obradovic noted that the Business Registers Agency forwarded a proposal to the government to introduce this system, but added that this requires changes to the Law on tax procedure and the manner of issuing a tax identification number.
The agency has electronic communication with the Tax Administration, therefore it should not be a problem to introduce this system, he stressed.
He also explained that electronic signature of company owners has not yet been applied in Serbia.
State Secretary of Economy and Privatisation at the Ministry of Economy and Regional Development Luka Andric said that the Business Registers Agency has been chairing the Forum since last year and that the presidency over the ECRF will be handed over to Luxembourg at the upcoming conference.
