Serbian Minister for Public Administration and Local Self-Government Milan Markovic said today that the Ministry, together with a working group of NGOs, completed a draft law on associations and that a public discussion is underway.
Markovic said at a press conference at the Serbian government that a roundtable at which this draft law will be discussed will be held on July 27.
After seven years, this law will finally regulates the civil sector and its relation with the state.
Markovic voiced hope that this draft law will be put on parliament's agenda during September.
Explaining some of the solutions of the draft law, Markovic said that citizens can associate in two ways - an association must consist of at least three persons and they can but do not have to get registered in appropriate state institutions.
Citizens who get registered obtain the status of a legal entity and all corresponding obligations and responsibilities. The only limitation for their activity is to respect the Serbian constitution.
Work of the associations will be public, and that will be prescribed by the statute of NGOs.
Markovic explained that this draft law does not include sport associations, religious communities and trade unions and that their work will be regulated by some other law.
