Radulovic said in an interview to the news agency Tanjug that according to the new Constitution, not a single state organ, political organisation, group or individual can establish power contrary to the will of the citizens.
He added that after several decades, the Constitution specifies that government must be based on the supreme legal act and laws, which practically means that “the Constitution and laws are above the government and the government is obliged to act according to them”.
Speaking on the advantages of the referendum, Radulovic said that it should be stressed that this Constitution will not come into force through parliament, as was the case with previous constitutions, but the citizens will declare its adoption, which also confirms the fact that power belongs to citizens.
Radulovic stressed that the new Constitution defines the Republic of Serbia as a secular state, which means that all religious communities are separated from the state, but not marginalised as in the previous constitution.
He stressed the importance of new constitutional principles in which the state respects and guarantees every individual’s natural right to public religious expression, and give parents the freedom to provide their children religious education in accordance with their convictions.
Through the new Constitution “Serbia returns to herself, renews and strengthens her nation-building consciousness and energy, realises and reaffirms her constitutional tradition begun with Czar Dusan’s Code, which was reborn in the three extraordinary constitutions from the 19th century and is now continued through this Constitution, and by this return to her democratic traditions Serbia is at the same time entering the community of modern European states,” concluded the Minister of Religion.
