Examination for school principals to be introduced in the upcoming school year

Serbian Minister of Education and Sport Slobodan Vuksanovic said today that from the next school year an examination will be introduced for licensing school principals of elementary and secondary schools.

Speaking at a press conference, Vuksanovic recalled that according to the law and reformed regulations, the Ministry of Education and Sport and the Minister are not responsible for appointing or dismissing school principals, but for giving consent to the decisions of school boards and are obligated to adopt rules for candidates for principals.

He said that the function of the school principal is an administrative and managerial one entailing great responsibility, and the examination will ensure that schools get capable and competent principals.

According to Vuksanovic, the examination will be in two parts – the first in the form of a test, and the other written work which will be assessed before a committee formed by the Ministry.

Vuksanovic said that a committee was formed three months ago which prepared a draft for the examination of school principals, and added that in a very short period of time it will be possible for all those interested to give their opinion concerning this in a public debate. Above all the debate will include employees in the education sector, their unions and school principals, considering that until now the Ministry has prepared all laws and sub-laws in cooperation with them.

Suggestions are awaited so that the text of the draft examination can be given final touches, and in cooperation with the Centre for Professional Development of Employees, the draft can be formulated and finalized, said Vuksanovic.

The Minister added that the draft will be formed during the holidays, and from the school year 2006/07, in accordance with it, the assessment, education and training of school principals will begin.
