In an interview for the Christmas's edition of Glas Javnosti daily, Loncar said that the adoption of a new constitution is necessary not only because that is one of the Serbian government's priorities and a prerequisite for continuation of reforms, but also because that is Serbia's obligation in the process of negotiations on the conclusion of the Stabilisation and Association Agreement with the EU, which should be completed in November this year.
Speaking about possible holding of elections this year, the minister said that that would depend on constitutional solutions. Following the adoption of a new constitution, it is logical that elections would be needed at all levels. However, I think that it is much more important that Serbia get a new constitution than whether and when the elections will be held, Loncar added.
According to Loncar, the issue of holding elections and setting deadlines will be based on the same principles of political consensus just like the resolution of some constitutional institutes, through the law on the application of the constitution.
At this moment, he stressed, it can only be said that apart from adopting a new constitution with a two-third majority in the Serbian parliament and a confirmation at a referendum, the holding of elections would also require the adoption of a set of laws and regulations for the application of the constitution.
The Minister voiced hope that 2006 will be the year when the cooperation of Serbia-Montenegro with the Hague tribunal will be drawn to an end.
