E-government basis of digital transformation of entire society

Prime Minister Ana Brnabic said today that the main priorities of the government are the digitisation and education reform, two processes that go hand in hand at the time of the Fourth Industrial Revolution and added that she sees e-government as the best response to corruption.

Brnabic, as the keynote speaker at the conference "What technological revolution means for the future of the governments" at the School of Management of Blvatnik University of Oxford, pointed out that the first pillar of reforms that are being implemented is the digitisation of the government, i.e. the introduction of e-government and electronic services for citizens and the business community.

The Prime Minister pointed out that e-government is much safer than today's bureaucracy and that it is a key to a more efficient, transparent and predictable government, which in turn is the best solution for the fight against corruption.

When you make things more transparent, you cut the space for corruption, she reiterated, and stressed that this cannot be a cure for solving all corruption issues, but it is making things more transparent.

Brnabic assessed that for e-government it is necessary to establish registry books for citizens, addresses, business communities, real estate register, but it is also necessary to have standards for services to use these databases, as well as a legal framework.

Explaining how e-government improved and facilitated the life of Serbian citizens, the Prime Minister mentioned in her presentation the e-kindergarten system which currently functions in 4 cities in Serbia and has 22,000 electronic registrations annually, without the need to go to a counter.

She also mentioned the e-baby system, which relieves the parents of tiresome administrative procedures after the birth of their child, with the whole procedure now being done electronically.

According to Brnabic, since the beginning of the functioning of the e-baby system in 2016 to date, 120,000 parents have used this benefit.

She also mentioned e-Zup (electronic data exchange system among state authorities), which has so far saved a total of 6.5 million hours of waiting in queues, as well as the e-prescription system, through which 60 million prescriptions to patients are administered annually, while the medical institutions save €2 million in print paper in one year alone.

Brnabic made a special reference to the new website of the Serbian government, which is in preparation and which will be in full compliance with the objectives of the electronic administration as it will be based on a two-way communication between citizens and the government.

Through the new website, citizens will have an opportunity for the first time to communicate directly with ministries and make them questions to which they will really get answers.

We are taking care about the needs of our citizens and this new website of the government will be one of the ways to improve the way we work, and is primarily intended for citizens who want to make questions to the government.

It is also very important that the new website will be adjusted to the people with special needs, so that every citizen of Serbia without exception will be able to enquire about the work of the government and get the information that interests him, Brnabic underlined.
