Radovic, who replaced Pierre Boya in the 47th minute, met a short ball from Obiora Odita on the edge of the box and hit it with the outside of his right foot to beat Dnipro goalkeeper Vyacheslav Kernozenko.
Odita scored both goals last week when the two teams drew 2-2.
Dnipro captain Dmytro Mykhaylenko came closest to scoring for the hosts, first with a 20-meter volley in the 34th minute that went just wide. Two minutes later, he forced Partizan 'keeper Ivica Kralj into a flying save with a free kick from 35 meters.
In the 47th minute, Dnipro midfielder Ruslan Bidnenko sent a deep cross to teammate Serhiy Nazarenko, but his effort was deflected to safety.
Midfielder Simon Vukcevic nearly scored for Partizan eight minutes later, but Odita picked up the ball on the left and misplayed the pass.
