Dragin presented the bill on confirming the Kyoto Protocol to the United Nations Framework Convention on Climate Change in Serbian parliament, and said that the goal of this document is to reduce the emission of harmful gases which create the greenhouse effect.
The Minister said that extreme climate changes, floods, heat waves, fires and cold have also affected our region, due to which it is important that Serbia, within the scope of its capacities, joins the process of reducing emissions.
According to Dragin, countries signatory to the protocol are obliged to reduce emissions by 5% by 2012, and developing countries, such as Serbia, do not have this obligation.
Dragin said however, that Serbia will benefit from accepting this protocol. It will have access to investments from developed countries in projects of clean technology, since these countries would have to reduce smaller amounts of emissions in their territories.
He said that Serbia is the only country in the region which has not ratified the Kyoto Protocol, which could secure financial support for reducing local pollution.
The Framework Convention on Climate Change was adopted at a UN conference on environmental issues and development in Rio de Janeiro in June 1992 adopted, which was supported by 191 countries including Serbia.
In 1997 the Kyoto Protocol was adopted together with this convention, according to which countries which ratify the protocol also take upon obligations of the conventions.
The Kyoto Protocol came into force on February 16, 2005, and up until now 171 countries have signed it, including all countries of South East Europe.
