Roeber was appointed after Vladimir Vermezovic, who steered Partizan to the league title and the last 16 of the UEFA Cup, stepped down earlier this week following a string of poor results.
He has signed a deal to coach Partizan until the end of the season with an option of extending it for another year.
Partizan were eliminated from European competition in the early stages and have recorded only one win in their last three league matches with Vermezovic resigning amid protests from angry fans.
