Serbia and Montenegro will meet defending world and Olympic champion Hungary in Saturday's final. Hungary beat Greece 7-6 in a semifinal match.
Danilo Ikodinovic led the Serbia-Montenegro with two goals, both of them in the first quarter.
Both goalkeepers played key roles in the defensive struggle. Denis Sefik made 11 saves for the Serbs, while Croatia's Josip Pavic knocked away nine shots.
