Speaking at a press conference held on the occasion of a six monthly report on the work of courts in Serbia from 1 January to 30 June, she stressed that during the first six months the new network of courts has led to increased efficiency.
Commercial courts are working very well, which will lead to increased investment and the arrival of foreign investors, she emphasised. She highlighted the importance of the judiciary in the fight against organised crime, corruption and crime in general.
During the first six months of work the new network of courts concluded criminal proceedings that had been going on for decades, she observed.
On the other hand, the High Judicial Council will take steps to ensure that courts which have not produced satisfactory results work more efficiently in the future, announced Malovic.
President of the High Judicial Council Nata Mesarovic presented an analysis of the work of all courts during the first six months of this year, underlining that commercial courts have worked excellently, high courts very well and courts of appeal satisfactorily, while administrative courts could have produced much better results.
She stressed that magistrates’ courts need to be supported as they are newly established courts, adding that results show that the number of judges does not need to be increased as yet.
Judges in courts with less workload should be appointed in busy courts, considering the fact that one of the purposes of the reforms was creating uniformity in this area.
For this reason the Council will ask court presidents to appoint judges according to cases in order to speed up proceedings, she noted.
The judicial reform did not merely envisage personnel changes rather alterations to the legislative framework as well, she remarked.
Proceedings must be concluded efficiently and speedily. However, such speed should not compromise the quality of work, Mesarovic emphasised.
Courts are expected to fully respect legal deadlines and to work efficiently and quickly, she asserted.
Mesarovic said that after the adoption of the rules of procedure on the disciplinary responsibility of judges, which is expected to happen soon, action will be taken against judges who continue to delay sentences.
