Speaking at a press conference, Dulic explained that under the bill the procedure for tender selection for state financed projects will be accelerated.
Objections concerning the public procurement process will not lead to the suspension of the process, however this will not alter the Law on public procurement, he pointed out.
This will be applicable to projects selected and financed by the government from the budget, specified Dulic.
The Minister said that he expects that more than 20,000 flats will be built in Serbia over the next one and a half years as a result of the bill on incentives for the construction industry.
The government also adopted amendments to the Decision concerning the maximum number of employees in public administration organs as part of the continued process of meeting obligations pertaining to personnel rationalization in public administration, Dulic outlined.
The government approved a Conclusion under which the number of temporary employees cannot exceed 10% of the total number of regular employees, he highlighted.
A decision on dissolving the municipal assemblies of Podujevo, Djakovica, Suva Reka, Decani, Prizren, Urosevac and Klina was made, and executive municipal bodies will cease to function on the day the decision comes into force, he asserted.
Elected and appointed officials in these municipalities are no longer in office. At its next session the government will appoint municipal coordinators, he explained.
Slobodan Milosavljevic
Minister of Trade and Services Slobodan Milosavljevic stressed that the government also adopted a trade bill, which will provide a systemic law for the trade sector, adding that the bill has been forwarded to parliament.
This law is one of the three key laws for the Serbian market, remarked the Minister, recalling that last year the Law on competition protection was adopted.
These laws are important for the harmonisation of legislation with EU laws and will make it possible to create an attractive business climate in the trade sector, he noted.
The new law on trade will help with decentralization, considering the fact that part of market inspection work will be done by community inspection authorities at the level of local self-government, the Minister concluded.
