Assistant Minister of Economy and Regional Development Ljiljana Dzuver said today that €988,000 has been set aside for realisation of the project “Boosting capacities at the National Employment Service for managing data, forecasting, monitoring and evaluation”.
Speaking at a press conference at which the project was presented, Dzuver said that this project is financed by funds from IPA 08 and that it will last until 2011.
She said that a high level of unemployment, and unemployment that is of a structural and long-term character, are the main problems of Serbia’s employment policy.
Dzuver said that funds allocated for active employment measures amount to 0.11% of GDP, which is not a lot especially when compared to the situation in this area in the EU.
She pointed to a number of job vacancies on the labour market that remain unfilled despite active employment policy measures taken by the state.
The Assistant Minister stressed that a system for monitoring active employment measures and a system for monitoring the trends on the labour market should be established in the upcoming period.
Director of the National Employment Service Dejan Jovanovic explained that the project contains several parts which are related to further capacity strengthening in the Service, by monitoring the labour market, active employment measures and better observation of the effectiveness of these measures.
The project will make it possible to design suitable software for conducting important work connected to employment, he said.
More than 500 employees of the Service are part of the project. They will acquire skills and training for making predictions about jobs on the labour market, he said.
Head of the European Delegation Commission to Serbia Jose Bustamante said that the EU is also facing unemployment problems caused by the financial crisis.
